3. Cross-Border Data Transfer
Please note that our operating entity and website servers are located in the Hong Kong Special Administrative Region of the People's Republic of China ("Hong Kong").
Consequently, all personal information you provide when using our services, such as registration and manuscript submission, will be transferred to and processed on servers located in Hong Kong. This cross-border transfer is necessary to provide you with our full range of services, including international journal browsing, submission, and review. We cannot create an account for you or process your manuscript without this cross-border transfer.
We commit to taking all necessary security and encryption measures to ensure your personal information receives a level of protection equivalent to that required within the People's Republic of China.
For users in Mainland China, we will obtain your "separate consent" for such cross-border transfers through a clear prompt and a separate checkbox when you create an account or submit your first manuscript. We will only transfer your personal information after obtaining your separate consent. If you do not provide your separate consent, we will be unable to create an account for you or process your manuscript.
4. How We Share, Transfer, and Publicly Disclose Your Personal Information
Sharing: We will not share your personal information with any company, organization, or individual, except in the following circumstances:

- Sharing with Peer Reviewers: During the manuscript review process, we may provide your manuscript (which may contain your name and affiliation) to anonymous peer reviewers to complete the academic evaluation. This is a necessary step in academic publishing.

Transfer: We will not transfer your personal information to any company, organization, or individual.
